I've gone through your query and understand your concern for your father..
As per your description, even though the BP and pulse reading was not that significant, still you should note an isolated reading doesn't carry much significance in this scenario..
If I were his treating Doctor, first of all I'd check his BP and pulse in regular interval at different posture i.e. lying down, sitting, standing (to look for significant variations which can give rise to this situation)..
Secondly, if he's a known hypertensive and/ on medications for that, I'd check the present trend of his blood pressure, get a repeat 12 lead ECG, and few more relevant investigations (CBC, FBS, PPBS, Electrolytes and Renal function assay) and consider further dose titration/modification based on the findings..
If there's any other past/present medical history, then it's also advisable to look in to it at the same time..
Although, as per your description, it seems like the first time this has happened, but it needs thorough check-up to look in to it further..
It's also advisable to undergo for a thorough clinical check-up by his treating Doctor, to rule out any other systemic (metabolic, neurological, labyrinthine) concerns in this regards..
