Do you have any shortness of breath? Do you get tired easy? Do you have foamy urine?

If the swelling is similar on both legs, systemic disease is most probable reason. Heart insufficiency, kidney disease are the most common reasons of such swelling.
With heart issues you should also have shortness of breath and get tired easy.

Kidney disease due to protein in the urine causes foamy urine.

Finally, it is possible that the swelling is due to both sides veins insufficiency.

I suggest you to consult your doctor and have basic tests done (urine analysis, blood work and heart ECG). Cardiologist consult is the next step. Veins Doppler ultrasound can be done to diagnose veins problem.
