I started facing this problem slowly as I started a new job and have to now walk 7 blocks to and from my bus stop every day. I got worse beginning in about December and has gotten worse ever since.
I have not sprained my ankle.
The swelling goes away when I rest
It is only in the right leg.
I have had hyper tension in the past from stress but have not had a problem with it for 30 years. I do not have any heart problems that I am aware of or diabetes.
I do not take any medication except the occasional aspirin.
I do smoke and have a drink occasionally. I smoke about 1/2 pack per day, and have maybe 10 drinks per week.
The swelling in the calf is tense, but the swelling around my ankle is like a bag of fluid.

Based on the information provided by you I feel it might be a Venous insufficiency. This happens when the veins in your legs have become weakened and can't return blood to your heart quickly enough.
Presently I would suggest you wear support stockings. These stockings are available in most drug stores. Elevate your legs as much as possible. When lying down, put a knee wedge pillow under your legs to elevate them above your heart. Avoid too much salt in your diet. The need of diuretic (water pill) can be decided on examination, these are prescription based agents you have to see doctor for that.
