Since the tests to detect the blood clot has been negative at ER, which I hope have done ultrasound and color doppler study, the other common reason for the muscle cramps and swelling can be due to the side effects of either of the medicines you are taking for blood pressure.
Metoprolol and Clonidine- both are known to cause the muscles cramps and swelling of the calf muscles.
I would advise you the following in such a condition:
Consult your Doctor who can change over to the medication that do not cause muscle cramps and swelling and yet control blood pressure well.
