Brief Answer:
Suggestive of cellulitis or abscess.

Detailed Answer:
Dear Ma'am, Hi & Welcome to HCM.
I can understand your concern for your beloved husband.
I went through the history given in your query, it seems to me he has developed infection of the skin and subcutaneous tissue (Cellulitis) which may have a collection of pus (abscess).
He needs to be properly evaluated by a general surgeon with routine lab tests such as fasting blood glucose, urine analysis, and kidney function tests for assessment of his treatment of diabetes. If there is an abscess, it has to be incised and drained and an appropriate antibiotic is needed after the culture and sensitivity of the pus.
Hope the suggestions given above would be useful in getting him treated properly.
Best regards.
