This looks like a Wart to me. It is a viral infection caused by Human Papilloma Virus/ HPV.
The infection may spread by direct or indirect contact, to other areas and also to other individuals in family/ friends.
I remember I answered one of your previous queries related to finger wart.
At that time too, I had asked you to get rid of wart citing the same reason that it is an infection and may spread to other areas.
Probably this new wart on thigh is due to direct transmission of infection from your finger wart.
These should be better removed either with a CO2 Laser or Radiofrequency cautery.

Yes, Infection can spread to other areas of body by auto-innoculation like it has from finger to thigh.
However,warts are fairly common in the general population. So there is nothing to worry. It is not a serious infection.
Warts don't spread that rapidly and it is unlikely that they would spread all over so easily, specially in a healthy immunocompetent individual.
Only in those who have a compromised immune system e.g in HIV patients, these warts spread extensively and rapidly.
It is advisable to get rid of existing warts as more warts can develop even in healthy individuals.
Why wait for more warts to appear? It is easier to remove 1 or 2 warts than to remove 50 warts.
Moreover, the procedure to remove them will cost more and it will take more time, if you have more warts.
Removing existing warts would eliminate source of infection & once this source of infection is gone, new warts will not form.
Diagnosis is clinically obvious. No diagnostic test required.
Yes, Laser will vaporize/ ablate wart bearing tissue & with it the infection.
Once the wart bearing tissue is completely ablated it provides a permanent solution.
