Brief Answer:
Could be an abscess

Detailed Answer:
Thanks for putting your query at HealthCareMagic. However, the information that you have provided is not enough. It would have been good if I could feel it directly but that is simply not possible. There are a few things that I would like to ask. Firstly, I would like to know whether it was present since birth or whether it originated subsequently, if so when? Also, if the delivery was normal or Cesarean and whether it was assisted by the use of forceps, ventouse or anything else.
Often injuries occur during a difficult labor and that could be a cause. Blood containing swellings can be tender to touch. Normally the blood gets re absorbed within a week or so and should not be present this long.
The second possibility would be an abscess which is simply another name for an encysted infection. It is difficult to comment without examining. I would insist you to visit a pediatrician and get it examined.
If possible kindly upload images.
Hope that helps. Feel free to revert back with relevant details and I would be happy to help.

Brief Answer:
It is an probably an infected boil

Detailed Answer:
Thanks for getting back with the details. Yes, this is an infected version of a boil, what we call an abscess. If it is not associated with fever, it would not be a cause of concern. But in case of fever, take the baby to a doctor who would need to investigate further and assess the requirement of admission. In case fever is not present just apply some antibiotic ointment like T-Bact (Mupirocin) over it and it should heal soon.

Hope that I have been able to address your query properly. If you are satisfied with my answer, please leave a 5-star rating and a positive review.
