Brief Answer:
Likely to be due to contraction of the scrotal muscles

Detailed Answer:
Thanks for asking on HealthcareMagic.

I have gone carefully through your query and understand your concerns. I think that when you pass urine or ejaculate, the dartos tunic muscle layer of the scrotum also contracts to some extent and that is responsible for the uncomfortable sensation that you describe. It is unlikely to be a cause for concern.

I would need to ask whether you use a comfortable underwear? This is important and I hope that proper support on your scrotum and testicles should provide relief.

Let me know if I could help further.

Regards

Would that also cause a bit of burning when I pee it b isn't a lot but it is uncomfortable and it is not every time I pee. And the sensation I get under my testicals that goes to my rectum makes me feel like I want to have poop but I don't go. Can all this be caused by what explained earlier?
And is there any medications out there that can h e lp me?

Brief Answer:
No need to worry.

Detailed Answer:
Yes, when you pee, it is not abnormal to feel the urge to pass stool. There is nothing to grow concerned about this. It would perhaps be a good idea to get your urine tested (routine microscopy and culture sensitivity) if the burning sensation persists. You also need to drink plenty of water. Based on the urine reports I would guide you with suitable medications.
