The commonest cause of the skin growth in this area is usually a papiloma, a benign condition. Pulling on this skin growth can instigate the common nerve that supplies this area and the penis and hence this may be the reason for slight dull pain and fluttering sensation in the penis.

Ultrasonography of the abdomen particularly for genitourinary system.
We have to know if there is an associated urinary tract infection, Prostate problem (considering the age of 56 years).
