Looks like fordyce spots.
Detailed Answer:
Hi
Thank you for asking HCM
I have gone through your query and pictures. It looks like fordyce spots. These are modified sebaceous prominences and are harmless. Greasy and sweaty environment on genital area can stimulate its occurrence. Taking beer or after intercourse can increase the genital secretion so there is a possible connection.
You can take more garlic and anti oxidants to avoid getting this. Taking citrus fruits and greens, avocado etc is good also. You can also apply aloe vera gel. Use cotton underwear. Avoid underwear while sleeping. Avoid soaps for washing penis. You can use warm water or hypoallergic soaps like Cetaphil. Excess washing is also not encouraged as it irritates more.
Let me know if anything not clear.

Clocip B is used for fungal infection. If there is symptoms like itching then you can apply this. If there is no itching or whitish appearance then no need to use it.

Welcome again.
Thank you for your follow up.
Your problem can be most likely fungal (yeast) infection. Using anti fungal creams or ointments will be helpful. You can use Miconazole or Terbinafine (Lamisil) for this. These are available as over the counter.
Avoid soaps. Use warm water or saline for washing the area.
