Question: , urge to urinate, can't quite get all out, small bleeding of urethra, diahrea, one time forced discharge, fever, does not burn while urinating, discharge only when forced the last bit of urine several times, urination frequent, somewhat irritated foreskin

I read carefully your query and understand your concern.

The symptoms you described are indicative for Urinary tract infection or Sexual transmitted infection (Chlamydia)
It might be cystitis (infection of the bladder) or Urethritis (inflammation of urethra) .

I suggest to consult a physician and get examined.
You need to run a urinalysis to confirm the diagnosis.You may also need a urethral discharge culture (swab test) to rule out gonorrhea (which causes symptoms similar to chlamydial urethritis).

You need a full course of antibiotic to treat the infection.Since it is a only prescription drug,you should consult a physician.
Drink plenty of fluids ,cranberries juice and Vitamin C.

Could it have anything to do with a yeast infection or Balantitis. There is really no burning during urination, and the discharge was forced, pushing every last drop out several times? There have been sensitivity with the foreskin for some time, and on occasion tearing?

Yes ,it is a possible cause but less likely then urethritis or cystitis because Balanitis is a localised infection in the head of penis.It usually doesn't cause urge to urinate,frequent urination, blood from urethra,fever.
It is possible that you have both conditions :urethritis and balanitis.
For this reason is very important physical examination and the lab tests.
