Brief Answer:
Small white dots are lichen nitidus
Detailed Answer:
I have seen the attached photographs and I agree with your doctor that the small white dots are lichen nitidus. It is usually an asymptomatic and self limiting disease but it has been seen that topical application of steroid like clobetasol propionate cream can dramatically clear the lesion.
As far as your new bump is concerned I would like to know whether it is itchy or asymptomatic or do you have history of itching in the body in the previous 1 month? Are you sexually active and any history of similar bumps in your partner?

Regarding the bump
1.There is no itching and is quiet asymptomatic in nature.
2.In past one month I haven't had any itching in my body.
3.Only thing is that there is a small white head to it and it is clearly visible when the penis is erect.
4.I am single and I have not had any sexual relationship.
Regarding Lichen Nitidus
1.Can you mention the name or brand of the cream.
2.Does it have any adverse side effects.
3.And for how long I have to use the cream.
Thanks XXXXXXX

Brief Answer:
Details below
Detailed Answer:
The bump seems to be epidermoid cyst of the scrotum. It is nothing serious and can be left as such. Otherwise you can consult a dermatologist and get it removed. You can apply tenovate cream on the White dots of lichen nitidus once daily for 2 weeks. It can lead to side effects if used for longer periods of time. It can lead to redness, thinning of the skin and strech marks
