What Causes White Patches On The Face And Neck While Having A History Of Allergies?

Question: I have been visiting United States frequently since 15 years. In the recent visits I am not able to bear the cold weathers there.Also since 4years during severe cold seasons, I am getting nose blocking,scale formation ,stuffy nose etc. There the Drs were suspecting of Allergy due to plooen etc.They gave m Allegra 180 mg to consume. about 3 years back the allergy was severe and I got scales formation on nose,near mustaques and neck. I due to itching feeling I pealed them off. It has left patches of white skin on neck, mustaques .After coming to XXXXXXX I shown to dermatologists ,the medicine cure the white patches. Is it ,we call BOLLI in telugu. Any suggestions you advise me.
