I had gone through your question. There could be two things with this kind of presentation one is canker sore and the other is oral thrush. Am ruling out canker sore from my diagnosis since you are telling this is not canker sore.
I would like to know more history to give a better opinion.

1) Is he wearing dentures?
2) Is he Diabetic?
3) Currently is he on any medications?
4) A good quality image of his lesions will be of great help in diagnosing his condition ? You can take an image and upload?

Thanks for your follow up question.
None of his medications could cause these kind of symptoms. Pool water will not cause this kind of oral lesions.
This could be oral thrush. The supporting factors are the description of lesions and it tend to occur recurrently. They are painful and cause difficulties in chewing food.
A good quality image of his sores would been great help for accurate diagnosis.
I recommend the following for him.
1) Avoid spicy foods.
2) Avoid alcohol and smoking ( If at all you have these habits,other wise ignore this advice)
3) Consult a GP for clinical examination and confirming the diagnosis. Because symptoms wise both canker sores and oral thrush sound similar. Only on clinical examination we can differentiate many conditions.
3) He can use use a local anesthetic based gel for relief of pain.
4) Multivitamins to help in recovering faster.
5) Your doctor will advice anti fungal gels for oral thrush
