Given the location (is it in the folds on the sides of your nose, and below it, and around your hair line?) it may be sebhoreic dermatitis which is an itchy scaly rash that can happen in these areas and can be more so when people are older or are under stress.
Treatment for this is using ketoconazole (a type of anti fungal that also has antiinflammatory properties) and applying antidandruff shampoo, leaving it on for a few minutes and then washing it off.
The antidandruff shampoo should have either selenium or zinc in it as the active ingredient. This can be purchased over the counter in any drug store.
The ketoconazole cream is by prescription.
You can use both in the same day but not at the same time.
These recommendations are assuming what you have is sebhoreic dermatitis, but I can't tell for sure without more information, such as if the red area is scaly, and a picture or two.
