In case of diabetes, chances of non healing ulcers are more with uncontrolled sugar level. In your case, skin is not broken and sugar level is also well controlled, so chances of ulcer formation are very less. What is your last HbA1c level? Do you have any history injury or blunt trauma?
Common causes of inflamed foot ate blunt trauma, sprain or strain, calcaneus spur or may plantar fasciitis. I will suggest you to do x ray and MRI right foot for proper diagnosis and consult with orthopedician with reports.
