What Do Breakouts On Penis Shaft With Negative Herpes Test Indicate?

Question: Hi, I'm a 21 year old male and had recently had breakouts on my penis shaft. I am XXXXXXX and me and my partner had sex, which I was the recipient. After a day or 2 I tried to defecate and it hurt immensely. I thought It was due to anal fissure or something else. Then a day after that my penis was burning and eventually broke out into sores. I thought It was a minor issue so I did online research about it and herpes was highly probable I did research and it said that the symptoms include blisters which eventually break out into sores. Swollen glands, which I had . But no fever, headache, trouble passing urine or anything else. So I went to get tested and my Dr. told me that it looked like herpes. So he drew blood and sent my exam last week. Today I went back and I was told that my test came back at 0.9 AI. Apparently thats 'nonreactive' or 'negative' but I feel awful and totally stressed out. They told me to come back in a month to get another test. Am I positive or not!???

I have gone through the details and can make out your anxiety.

If your doctor has diagnosed as herpes it is more likely to be herpes. It is diagnosed many times clinically.
The result is borderline though negative.
It depends on which type of antibodies test for herpes, has been done. IgM can come positive in initial days but is not reliable. IgG takes few days to be formed after infection. So your doctor has advised you to go for repeat test after 1 month.
So it is better to get tested after 1 month

Would that mean that I have recently been exposed to the disease with a number like that (if positive)? The last sexual encounter (no penetration) that I had was back in apr. of 2013 and never experienced any breakouts or symptoms.

The borderline results are not reliable .It can be either way(positive or negative). It may be due to recent exposure too.
If there was exposure to herpes earlier the test result would have come positive.So unlikely that you were exposed to herpes in earlier encounter.
