Brief Answer:
Primary headaches and occipital neuralgia to consider.

Detailed Answer:
Hello and thanks for using HCM.

I have read your question and understand your concerns.

Tender scalp may accompany primary type headaches such as tension headaches.

Local skin and hair follicles infection such folliculitis also may cause tenderness on scalp and headaches too.

Another possible explanation of such symptoms is occipital neuralgia, a condition that is related to upper cervical nerves compression at their exit from spine or during their pathway to the head skin.

It is necessary to get evaluated by your primary care Doctor as the first step in understanding better your condition.

He can also order the necessary tests and consultations in order to achieve a correct diagnosis and treatment.

Hope you found the answer helpful.

Let me know if I can assist you further.

Take care.
