Based on the facts and photographs that you have posted here,it is likely to be due to infection of glans penis (balanitis or balanoposthitis).
Here,I would not think about the possibility of your underlying cause could be due to your penis massage by a female partner 9 months ago.
Gently retract the foreskin and soak in warm water to clean penis and foreskin.
Avoid using soaps as they may irritate the skin and make the inflammation worse.
Take broad spectrum antibiotics small course like cefixime 200 mg twice daily and topical antibiotic with steroid ointment like Betamethasone and Neosporin (Betnovate-N) for local application over glans.
But for oral antibiotic,you need to consult some local doctor or your family physician, who will better know about it.

I have seen both pictures carefully.
They do not seem to be due to any STDs or HIV even.I have seen plenty of cases of genital STDs,there appearance do not look like this,so no need to be worried about it.
However,they might be balanitis whether bacterial or fungal infection which I have already discussed earlier.

These lesions do not look to be a wart.
Warts are actually a skin growth and are a type of skin infection caused by Human Papiloma virus. It is contracted mostly by sexual route and thus the site is mostly around genitals but they can occur else where in the body because genital warts are highly contagious and sexual exposure is a common route for contracting but it can also be spread by direct physical contact from other areas of body.
