I have gone carefully through the details as well as the report provided. It denotes degenerative changes (osteophytes) leading to narrowing of the passages through which the spinal nerves come out. This is leading to the compression of the spinal nerves which manifests with the problems that you are facing.
The first thing to do is to apply hot compress. It will provide very little relief.
The next thing is static neck exercises. A physical therapist will be able to demonstrate it to you. Physical therapy and ultrasonotherapy would be other alternatives.
The next option would be spinal traction which would provide better relief.
The final option would be spinal surgery which would be needed only if you do not get relief even on spinal traction.
