What Do Persistent Blisters In The Pubic Area Indicate?

Question: Hello, I am a 35/M. I woke up today and thought I had a pimple about 2 inches above my penis in my pubic hair region. I started scratching the area and than when I went and looked at it in the bathroom it turned out to be maybe 8 to 12 small clear liquid filled bumps that look like tiny blisters and not pimples. I have been with my fiance for 3 years and I have never had any std's and according to my fiance neither has she. What can it be ???
