What Do Small Bumps On The Scrotum Suggest?

Question: I have had two small bumps below my scrotum for the past 3 weeks or so. Bump #1 (see attached pics) is closer to my thigh and was slightly uncomfortable initially but is for the most part painless now. It’s smooth in appearance and appears to already be getting smaller.
Bump #2 is also painless but appears to have a little bit of dead skin around it upon up close examination.
Neither appears cauliflower-like so I am led to believe they are sebaceous cysts and not genital warts, however I would like your input before seeing a dermatologist.
It should also be noted that before they appeared I had used an electric razor to trim the area (closer than I had done before) and I am also a competitive cyclist so the area receives a fair amount of friction while training 8+ hours per week.
Thank you.

Brief Answer:
Folliculitis
Detailed Answer:
Hello. Thank you for writing to us
I am dr.kakkar(dermatologist). I have gone through your query and i have also reviewed the images.
I am of the view that these are lesions of folliculitis i.e bacterial infection of the hair follicle.
Trimming and friction from training during cycling are the likely reason for folliculitis in this area by facilitating bacterial entry into the hair follicle.
I suggest you to use a topical antibacterial cream/ ointment e.g either mupirocin ointment or neosporin ointment, twice daily for a few days and that should be enough.
Regards
