Brief Answer:
Polymorphic light eruption, topical steroid, sunscreen, antihistaminic

Detailed Answer:
Hi
Thanks for being at HealthcareMagic
I have reviewed the attached photograph and it seems to be polymorphic light eruption which is an allergic reaction to sunlight.
You need to stay away from sunlight to avoid its occurence.
If I was your treating doctor I would recommend you to apply topical steroid like clobetasol propionate cream on the affected areas twice daily along with liberal application of a broad spectrum sunscreen lotion on the entire arms and hands during the day time.
For itching take antihistaminic like tablet levocetrizine 5 mg once or twice daily depending on the intensity of itching.
These are prescription drugs and you need to see the doctor in person to get them.

Dr Asmeet
