I can understand your concern for small tiny warts all over your neck and face. There can be possibility of "Verruca vulgaris" or "skin tags" with "seborrheic keratosis". Both of these are totally different conditions and requires accordingly suggestions.

- Since how long you have these warts.
- Are these pointed like thorn or soft and flat with dark surface or if you can elaborate the consistency.
- Is there any itching or burning or pain over the same. If yes then what is the grade of itching- mild/moderate/severe.

Welcome again to the forum and thanks a lot for sensing the pictures for ready reference and analyses.
Though the pictures are not of very good quality but are sufficient to guide for your condition.
Now the condition is confirmed as " Skin tags". These are totally asymptomatic (without any problem) and are most commonly confused with warts in there initial course of appearance.
The second possibility is of warts is out. Warts are simple viral infection which appears as acuminate or thorn like or pointed projections from the surface of the skin.
A close examination is the must to differentiate one from another. In general there is no need of any treatment in this condition as it is totally normal condition which appears due to proliferation of skin at lose areas of face neck and even in underarms too.
If at all some person are panicky then we do remove these with radiofrequency ablation. It is machine based method in which these eruptions can be removed within few minutes.
So the main crux of my suggestion is that your condition is a normal natural condition occurring at this age and there is nothing serious about it.
