Thanks for query ,Based on the ultrasound report of your cousin he has partial torsion of Left Testicle due to his left testis being freely XXXXXXX .
It is always advisable to get it fixed by surgery (Orchiopexy) at earliest If neglected it may complicate in to complete torsion and death of the Testis due to avascular necrosis resulting from complete obstruction of blood vessels .
Your Dr has rightly advised you to undergo surgery .Do not waste time and get him operated at earliest .
