What Do These Following HCG Levels Indicate?

Question: Hi, my girlfriend and I recently found out she was pregnant. we opted for an abortion and after doing a ultrasound the doctor said it worked. t o make sure we decided to do 2 quantitative HCG test one right after the abortion and one a week after. the first one came out at 19,308.38 and the second one came in 4,195.51. does this mean the abortion worked?
