He has not symptom and urination is very normal with out buring there is no blood in the semen no blood in the urine no bone pain and no erection dystuction, so how could you bring the PSA LEVEL BACK DOWN what should he do ....

Your brother's problem is not the psa itself but the cause of its elevation.
Since he has no symptoms clinical and radiological tests are needed to identify the cause. A urinalysis, a digital rectal examination and ultrasound scan of the prostate would help a lot. Other tests might be needed also (cultures etc depending on the results). If after the tests, there's still suspicion for cancer then biopsy should be done.
After the cause is identified and appropriate treatment is initiated, the psa may fell to normal or near-normal levels. You see, it's the cause that matters, not the psa!
