What Does A Black Painful Blood Blister Below Toe Nail Indicate?

Question: I stubbed my second toe. I have a very large black painful blood blister--at least I assume that's what it is.
It is not under the nail, but belo the nail the toe is it is red and tender. This toe has had two surgeries so I fear there is not much circulation in it. SHould i see a doctor for treatment?
