Thanks for your query,based on the facts that you have posted it appears that you have blister on the tip of your penis .
I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Did you have unprotected sex before you noticed the blister ?
2) Is there itching ?
3) Are there any urinary symptoms like burning urination ,increased frequency?.
This could be due to Herpes 2 viral infection or infection of the terminal urethra.
Please get swab test of a fluid from blister and screening test for herpes infection done to confirm the diagnosis.
In the mean while
You need to take broad spectrum antibiotic like Cefexine along with anti inflammatory drug like Diclofenac twice daily.along with topical antibiotic ointment like Neosporin twice daily.
Ensure to wash your genitals with warm water twice daily
Ensure to avoid sexual encounters till it heals up completely.

I did have unprotected sex on this week Tuesday night but was mainly oral and just did penetration twice for like a second.
The woman I was with have a partner and is not really sleeping around with other guys.
It is hard to describe the sensation but I definitely had such sensation before.
It’s not any worst when I urinate it’s the same itchy sensation the whole time and it start like a few hours after I was with that women.
It’s not really a blister it’s like a slight white/clear blimp on one side of the inner side of the pee hole.
In any case, u think I can wait for a few days to see if it goes away by itself???
