Brief Answer:
If her hemoglobin is normal then its OK.

Detailed Answer:
Hi, dear
I have gone through your question.
I can understand your concern.

Her hemoglobin is very low and she need blood transfusion.

But if her hemoglobin is normal after transfusion then she can go. However it need many transfusions. Because single or double unit of blood can not replace her hemoglobin.

Moreover cause of drop in hemoglobin should be searched. Because if she have any active bleeding then it should be treated first.

After that she can fly.

Hope I have answered your question. If you have any doubts then feel free to ask me.
I will be happy to answer.
