Question: Have a lesion on the top ant. thigh. approx. 4 yrs. seems to grow slowly and not go away. app. 1cm x 1cm. CA?

I could see that it is a raised red colored, well demarcated,scaly lesion with an irregular border. I would keep a possibility of either Discoid dermatitis OR Bowen's Disease(Intraepithelial/carconoma in situ)

when I first started it was itchy it doesn't itch anymore it has doubled in size but very very slowlymy concern is it is never going away and being a regular shape and concerns me its always been a dark pink

I would suggest that you get it Biopsied for Histopathological confirmation of diagnosis.
Bowen's disease(intraepithelial neoplasia/carcinoma in situ) has a 3%-5% chance of developing into invasive squamous cell carcinoma.
Treatment options are:
-Cryotherapy
-Curettage with Cautery
-5-Fluorouracil
-CO2 Laser
-Excision
Crytherapy is an effective option and commonly used.
I would suggest that you see a dermatologist. Your dermatologist might ask you to get a skin biopsy for a confirmatory histopathological diagnosis. Subsequently you could get it freezed with liquid nitrogen.
