Thank you for posting on HCM.
From the clinical pictures, I can think of either some insect bite or some infection but its very early so anything specific in absence of proper history.
Revert back to me with following points of history:
1. Duration?
2. Associated symptoms: Itching? Pain? Tenderness?
3. Any history of recent drug intake followed by rash?
4. Any history of similar complain in Past?or anybody in family?
5. Any history of sexual activity recently? unprotected or protected intercourse? known partner or unknown? any symptoms in partner?
6. History of development if lesions overnight?
7. Any other sites of body affected?

Also, post some more pictures with better clarity and resolution.

It hasn't been itchy but I have been touching and stretching my penis all day. I have been trying to look at that little cut at the base and then out of nowhere I got that purplish spot above it.

I am pretty carefully sexually. 2 weeks ago I had protected sex (condom was fine). I did receive unprotected oral from the woman before.

Thursday night I received a massage with oil and received a hand-job. (my partner and I tried to spark it up). Immediately after when I showered I noticed that little cut on the base.

I've been inspecting that little cut Friday and today. Touching and stretching out my penis. The this evening the purplish spot appeared.

It's not anything major, right? Herpes? Warts?

Thank you history and the last picture was much better.
It doesnot look serious as such, and seems you have got little eccymosis i.e subcutaneous collection of blood from ruptured blood vessels.
May be the over manipulation and handling of penile shaft could have induced micro trauma to blood vessels and thus the ecchymotic patch.
Nothing to worry apply antibiotic cream for few days along with cold compresses.
I think in few days you will be fine.
