Brief Answer:
Plaque psoriasis; steroid+salicylic acid oint Or vitamin D+ steroid oint.
Detailed Answer:
Hi.
This looks very much like Psoriasis. Psoriasis patients may have other family members affected
I suggest him to use a moisturizer, twice daily at this site.
In addition I also suggest that he uses a potent steroid+salicylic acid combination ointment (i.e Clobetasol propionate 0.05%+ salicylic acid 6% ointment e.g Dipsalic-f ointment Or Lobate - s ointment), specifically for the patches, twice daily, over and above the moisturizer.
Another alternative is to use a Vitamin D analogue+steroid combination ointment e.g Daivobet cream/ ointment (contains calcipotriol+betamethasone dipropionate combiantion ointment), twice daily, over and above the moisturizer.
These are prescripion medications and must be used under supervision and advice of a dermatologist and only for the duration prescribed.
