No blood flow to testicles means that the testicle is either dead or will be dead shortly. There is no specific treatment for this condition so it is impossible to restore the blood flow.
In such case, testicles removal will be the only option. Of course if there is completely no blood circulation in the testicles. Sometimes even if the major artery is blocked, blood can get to the testicles through some small arteries.
But this can be easily seen in the ultrasound.
