Hello,
I have gone through your question and CT report attached and understand your concerns.
In case of diabetes and hypertension, there are white matter ischemic changes. The are more prominent on MRI.
What was the presentation before the CT ?
In case of stroke or transient ischemic attack, prophylactic anti platelet drugs have to be given.
Best treatment and preventive measure will be strict control of diabetes and hypertension.
