Brief Answer:
Further investigation like MRI and Vitamin B 12 estimation required.

Detailed Answer:
Hi I am Dr Gopal Goel Orthopedic Surgeon.
Pain in hip and testicular region could be due to hip Degenerative changes but numbness in the legs cannot be due to hip disease, The narrowing in the spinal canal due to degenerative changes may be the cause of numbness and pain.
Now we have two views : Hip pathology and spine pathology. I would recommend MRI to see the exact degenerative changes and whether any neural involvement is there.
I would also recommend Vit B12 estimation to see the cause of numbness if MRI does not show any nerve compression.
Thanx for the question. Please feel free to ask any other question.
