Question: ct scan report says cerebral tonsilar descent into foramen magnum and mild bilateral high parietal cerebral neuroparenchymal atrophy

Cerebellar tonsil descent may be an incidental finding.

Detailed Answer:
Hello

Your findings may suggest downward migration of cerebellar tonsils through the foramen magnum.It may cause compression of the lower brain stem and upper cervical spinal cord.
It can't be cerebral tonsil as mentioned in your query,it should be cerebellar(Please confirm it).
Descend at least 5 mm or more below the level of the foramen magnum is considered as significant.
It may cause symptoms like increased CSF pressure,headache,neck stiffness etc.It may cause hydrocephalus also.

It may also be an incidental finding and diagnosed during investigations done for other purpose.
