As per your complain and the Orthopantomogram [OPG] attached I can see that there is interdental [in between the teeth] bone loss and it seems to be considerable enough..
As far as front teeth are concerned there is no to very minimal bone loss..

Decision regarding flap surgery can be done only after a clinical examination and checking that what are the grades of the mobility [loosening] of teeth and well as gum recession..
