To comment about general health condition,you've to send his blood reports.
Also send his chest X-ray and ECG reports.

Now you're given details,by which i can give an expert opinion.
Your father has prostate enlargement with normal PSA,to rule out a cancer.
Also,he has uncontrolled diabetes,hypertension and past history of stroke.
Theses are his risk factors,for a surgical procedure for the prostate gland.
He needs a cardiac evaluation,including chest X-ray,ECG, echoscan and TMT,if advised.His lipid profile needs to be checked,with the FBS,PP2BS and HbA1C.
He needs to control his diabetes,if surgery is considered.
His kidney function is normal.
His urine routine,ACR and culture,need to be done,to rule out an urinary infection.
He can be given a trial of medical treatment.
Alfa-blockers are usually given initially.
If his symptoms are relieved,he can continue with the same.
The scan should be repeated in one months time,to assess residual urine.
Surgery isn't an emergency in his case.

The residual urine decreases with medical treatment,as seen on next scan.
Laser treatment is standard in most centers.
But,surgery is considered after a course of medical treatment in most people.
His blood sugar needs to be brought to normal levels,along with treatment.
If urinary infection is there,that need's treatment first, along with medicines.
