Brief Answer:
Thyroid
Detailed Answer:
Sorry to learn about your bothersome symptoms.
The low BP is not related to your current thyroid status. If the cardiologist and neurologist have the evaluated you thoroughly for the BP issue then it is fine.
To answer your thyroid TSH query, kindly note that the TSH value can bounce around in the same person at different times of the day, even so within the normal range. So if your TSH is measured at different times of the day or night, you will most likely see different numbers.
This is true for normal biology and physiology of the human body as far as TSH is concerned, as is true for many other hormone measurements.
Moreover, please note that the lab methods used to measure TSH levels in the blood also vary in their accuracy. So if the same sample is processed again in the same lab, you may get a different value that can vary by about 20% on either side of the real value of TSH in the blood.
In fact, if the same blood sample is sent to another lab for measuring TSH, then you are further likely to get a different report.
Now I see you are concerned about it being on the higher side of normal. So let me assure you that this can also be considered normal as long as it is within the range provided by the laboratory.
Many expert thyroid societies recommend a threshold of upto 4.2 as normal.

Brief Answer:
Follow up
Detailed Answer:
Your T3 and T4 are also in normal range.
Thyroid auto-antibodies are normal too. They tend to be high in those with hypothyroidism.
All your other labs appear normal as well.
Based on your symptoms, however, as you surmised, it would be worthwhile testing you for the possibility of adrenal insufficiency.
Speak with your healthcare provider about considering a screening test called 8 Am Serum Cortisol.
Correct diagnosis and treatment requires the opportunity to examine the patient so you must see an endocrinologist in-person
