I meant to say the dimensions you mentioned should be at the age of 17 weeks gestation.Now that you mentioned your gstation of 33 weeks, i am afraid your baby is severely underweight and small for gestation and needs a bit workup for intrauterine growth retardation and intra uterine neonatal resuscitation. Third trimester needs to be addressed by an expert obstetrician.
Here comes the importance of complete clinical correlation with a detailed history , physical examination and a complete clinical correlation.As a simple ultrasound out of the context can be misleading especially when it is at the small for gestation issues.

As i said it is a severe small for gestation and needs a lot of care and monitoring by neonatologists and obstetricians. And being on 10th percentile considering once being on 3rd is an improvement. But the kid needs a lot of care and if i write it thousand times it still wont compensate the importance of monitoring. I wish i could do any more in your case.
