What Does Persistent White Crusty Ring On The Foreskin Indicate?
Question: I seem to have developed a crusty white ring on my foreskin.
I have tried everything.
Washing, not washing, washing with warm water and a dilute solution of vinegar, anti-fungal creams...it will reduce a bit, but then come right back.

A little more history...this condition/situation started around the first part of December 2016. At first, we (my wife and I) thought it might be a simple yeast-infection which might have started from her and come to me. I was also off my diabetes medicine at that time. So, she went to her gynecologist and got the necessary medicine for an yeast-infection, and I restarted my diabetes medicine and began applying Candid-B [clotirmazole+beclomethasone]. It visibly reduced at this time (down to a very thin crusty white line on my foreskin). In the course of time, we were intimate again, and the situation was back. I went back to Candid-B and also Lobate-GM (another ointment for mixed secondary infections in the dermatoses). Additionally, thinking that it might be some sort of infection from our well-water, we had the well treated with potassium permanganate. I also started to wash with a warm diluted solution of vinegar. Thinking that this was maybe just a case of extremely dry-skin, I have even once in a while been applying medical-grade petroleum-jelly at night, after bath. I am tired of this condition and just want it to end.
It looks like a this covering of white on top of the normal pink of my head and foreskin. There is a tiny patch of red skin around the opening of my penis...
I took some pics (not very good ones) which I would load on here, but I don't know where to load it...

I have reviewed the attached photographs and gone through your history.
According to me you seem to be having candidiasis which is a yeast infection common in diabetics.
The medicines you have been using contain antifungal and steroid combination. That's why you haven't got it cured it completely.
If I was your treating doctor I would recommend you to apply plain antifungal like sertaconazole cream on the affected area twice daily for 2-3 weeks and take tablet fluconazole 150 mg single dose stat.
These are prescription drugs and you need to see the doctor in person to get them.
