Brief Answer:
wait for another week, ...explained...

Detailed Answer:
Hello,
Thank for the query to hcm,

the serum hcg values or more than 1 ng/dl indicates conception. Even though the urine pregnancy test is negative it is actually too early to do the test itself. Ideally serum beta hcg test should be done 8 days after the intercourse to allow substantial levels to be reached and be detected confirmatively.
As understood that you have already taken medications for abortion, it is suggested that if the bleeding has not occurred yet , you should wait for a week in all and repeat the serum beta hcg test along with a transvaginal ultrasound to check for pregnancy and further decision can be based on that result. If the levels are high or if there is a pregnancy seen intrauterine, then you would probably have to undergo a dilatation and curettage . If pregnancy is ruled out then you can just wait for your menses to return naturally.

Detailed Answer:
If the tests were negative then why have you taken the abortion pills?.
Now the only option left is to wait for a week and repeat beta hcg and a transvaginal ultrasound for ruling out pregnancy. If there is an increase in beta hcg levels from now then there is an ongoing pregnancy else pregnancy shall be ruled out.
