Dear,
I saw the image of brain CT scan and in my opinion your doctor is right.
Surgery can't be performed as at these moment as we don't know the cause of hemorrhage.
Intracerebral hemorrhage can't be treated with surgery when no vascular pathologies are confirmed (such as MAV, cavernoma etc).
Unfortunately bleeding is near motor nucleus and surgery may provoke paralyses.
I would strongly reccomend to undertake a brain Angio-CT and if it is normal treat patient conservative (with medication no surgery).
If patient is suffering from other disease (especially blood pathologies let me know) treatment may be depended from it.
