Please find my observations below.
1. In CT scan a hypodensity is referred to any area which is less dense. In your case it is possible that there are two small areas in the kidneys which are small and show low density.
2. Technically low density might mean watery fluid or fat density. These are usually benign cysts or fat deposition. A kidney stone is usually high density and this does not look like a kidney stone else it would have been clearly mentioned.
3. Due to the small size it is not possible to confirm the nature and therefore they have written it as too small to characterize.
These usually are harmless and will grow very slowly. However please get an ultrasound scan done 3 to 6 months later to know if these areas show any growth which might require close follow up and detailed evaluation.
