According to the report you have S1 nerve root compression on both the sides which is causing pain in the legs. The nerve compression is associated with both sided peroneal nerve affection- the nerve present below the knees is also affected on both the sides.

S1 neuropathy will not affect upper thigh.

This is less likely to cause numbness of the upper thigh. Disc protrusion at the level of lumbar spine can cause it. MRI scan can help to confirm this.
