what doesn't make sense is why a surgeon would operate in an attempt to get rid of headaches there was no issue with the shunt being used for hydrocephalus??

Cranitomy is the opening of the skin of the head and the skull by neurosurgical means.
It is used to assess and treat surgically intracranial ( brain) pathologies/diseases.
it is not used to treat headaches, but to treat diseases of brain that cause headaches among other symptoms.
Hydrocephalus is treated by successful shunting and a small Cranitomy/ burr hole in the skull is needed.
