Question: all laboratories with detecting system antigen p24 and antibodies are the same window period of on this Ag/Ab this they applying just for 6weeks

You had mentioned about the 4th generation DUO test, I think. This test comprises of two parts.
1. Antigen detecting part as P24 antigen of HIV 1 infection
2. Detection of antibodies against both HIV 1 and 2.
P24 antigen can be detected as early one week after the entry of organism and considered conclusive by 4 weeks after the exposure.
Antibody against HIV infection appear inside the body in the presence of infection only after the completion of window period.
Window period for HIV infection is around 6-8 weeks, may be extended in some individuals up to 12 weeks. So this part can be considered as conclusive only after 12 weeks after the risk activity.
The nonreactive or a negative 4th generation HIV test after 10 weeks ruled out the possibility of HIV 1 infection beyond any doubt and the HIV 2 to the extent of almost nil.

I rubbed my penis on her bel not intercourse after about 3 minutes she put gel on her vagina ,and with same hand she rubbed my penis, in case if same vaginal fluids on gel it is risk of transmission virus of hiv or not?

HIV can not survive outside the body fluids for not more than few seconds, that too in presence of vaginal gel it will die in no time. Rubbing the the penis against belly has no risk for HIV/STD.

HIV and STD organisms are highly fragile. They can not withstand very weak antiseptics or heat.
The chemicals and its composition can be lethal to HIV. Then its contact is enough to kill the virus.

about the question 2 the gel on penis I ask another expert and he said low risk not zero risk that need the ulceras on penis and continuing rubbing, but is consider low risk you consider that?

As per CDC XXXXXXX U.S., Transfusion of infected blood, sharing of needles during injection, anal penetrative sex, vaginal penetrative sex are considered to be having high risk for HIV in this order. Oral sex carries a low risk. Rest of sexual or non sexual activities carry a negligible risk including the penis rubbing. So not to worry.
