Let me start of with your Urinalysis. Your urine contains plenty of pus cells (leucocytes) which is indicative of active urinary tract infection. This is confirmed by your urine culture result which showed growth of Citrobacter bacteria. This bacteria is a culprit in UTIs and largely considered a uropathogen ( bacteria that may cause UTIs). Your infection should be treated with antibiotics and the choice of antibiotic would largely depend on the sensitivity pattern that is also in your culture result.
I believe you should be treated first before undergoing a urethral dilation to prevent spread of infection to other body system. You may be suffering from atrophic urethritis which is fairly common among menopausal women. This is also makes you more prone to develop UTIs due to urinary stagnation inside the urinary bladder and loss of the natural barrier in the urethra that prevents bacterial migration.
