Thanks for your query,based on the facts that you have posted it appears that you have problem of Erectile Dysfunction.

In absence of any major health issue like Diabetes,hypertension,Thyroid disease or any psychological problems cause of ED is mind related and due to what is called as Performance anxiety.

At the outset I would state that first you have to find out the cause of ED so that appropriate treatment can be started.

Please consult qualified Urologist for clinical assessment and get following basic tests done to find out the cause of your ED,
1) Blood Tests for Blood Sugar ,Serum Testosterone .Prolactin levels Thyroid Hormone assay.
2) Ultrasound Scanning of Abdomen and Pelvis.
3) Colour Doppler ultrasound scanning of penis to assess arterial blood supply to penis or any venous leak.,

Further treatment will depend upon the results of these tests and final diagnosis and cause of your ED.

Do not worry this can be cured or treated .

the reason I ask is cause during foreplay I get a perfect 100% erection however when I try to penetrate, I start losing erection and the penis becomes semi hard.

is this called ED ?
